Tenuously related fact, the Avenger couldn't carry the standard British aerial torpedo in it's bomb bay because it was too big. This gave the Barracuda about it's only advantage over the Avenger/Tarpon.

Maybe you could do a custom repaint of the Avenger with the words "Harbor Master" painted on the side.
Of course you probably wouldn't want to use my spelling of the word "Harbor". ;-)

Perhaps the smoke trail colours signify the Bosses' intentions to a particular non-payer....
