Down loading

Hi there
please can someone help me i'm running XP with SP2 when i go to down load anything it down loads into my temp file in Documents and settings. I have found that you can right click on the link and save the link, then i can put what i am down loading where i wont it. is there a setting some where that i can turn this setting back on again, rather than right clicking all the time.
