I read the remarks as more of, we didn't want a lot of money because then it has to become a big "Hollywood-ized" blockbuster and not a more straightforward movie. He's wanting to keep the feel of the original movie and a good way to do that is to cap the cost to force the use of less effects and focus more on making the movie and not making it look good.It will be backed by Hollywood's Universal Pictures and Europe's biggest film company, StudioCanal. Jackson's agent Ken Kamins and Sir David will be executive producers.

From the last (and earlier in the article), they will be using 10 full-scale ground replicas and CGI for the majority of the filming but may use real Lancasters in the film if feasible.Computer-generated visual effects and models will depict much of the mission. Jackson had not ruled out using working Lancasters, but the 10 replicas would not fly.
