My IP address is determined by my ISP when I start my router. If that was banned, I would just turn off my router for a while. Then when I switch it on again, the ISP should allocate me a new IP address to enable further mayhem.
Meanwhile the person who gets my old IP address is banned from where ever I upset
And if you ban a range of IP addresses, a whole load of innocent people could be banned.
One day, maybe this will all be sorted. But I won't hold my breath. Mr Gates was supposed to be doing something about this and promised a timeline that has long since passed.

IP addressing is a bit more complex than that mate.
The only time we ban IP's is when they are a continued source of unplesentness. We can also check to make sure an IP address hasn't been used on the site previously before we ban it.
IP addressing is nothing to do with Mr. Gates. Its all managed by an international non profit making group.
