I agree with Kimber about Irfanview.

Use the Image/Resize and then select Resample for size method and Lanczos as the resample filter.

Your camera is capable of 2048 x 1536 pixels.

I resized a 4000 x 2500 scan of HB-ICE down to 1024x768 with Irfanview without any problem.

Its because it isn't using the proper filter. Get Irfanview and use the lanzos filter.
