I would think so. I attended an IMechE conference on UAV propulsion last year and one of the concepts there (albeit for MUAVs) was flapping wings.
If you like I can try and dig out some material on how it works and post it here later, but the essence is an oscillation in vertical position, preferably combined with an oscillation in pitch angle - much like an oar-blade through water.

He presented a paper on the subject at the conference I attended. Looking back at my own dissertation, I didnt really state any more than what I wrote above as the fundamental principle of what needs to occur for this mechanism to work. Basically researchers at the University of Bath under his supervision have demonstrated these principles in CFD (computer) simulations.
