This scheme was meant to catch people who dodged their responsibilities, but was extremely controversial, as the government gave no evidence of their assessments. They put the onus on individuals to prove them wrong. In some cases, apparently, the banks had already dumped customer information, as the statute of limitations had passed, leaving people unable to prove their case.
The claims centered around Social Security benefits which were said to be overpaid because people had earned more than they had declared.
