Pull the wire , lets compression out of the cylinder , through the reed . Version of a steam whistle ; instead of a rubber bulbed horn . More like a Cessna 150 stall warning .

Only thing I can think if is a condenser for the distributer, but not like one I have seen before, either previously or the 20 minutes I just spent looking at model T engines and parts online. I suspect its a non standard part.

Timing for this particular Lizzie is controlled by a lever on the steering column. TDC to start and then advance or retard for performance.
The magnets have been removed off of the flywheel. A more modern way of controlling timing is used to ground the coils.
Also a 12v system with a alternator is used for head lights and such.
But it still requires a hand cranking to get the engine started.

I'm sure, as is in modern times, there were choices in options.
Batteries weren't installed in the model t as a rule untill the mid twenties .. perhaps even some cars after that were sent out the door without a battery. The electricity generated by the magneto was sufficient to handle the load required by the trembler coils and headlights. The main reason the battery was installed was to power an electric starter.
