What is it, what does it do, how does it work, .. and if you are really good - what is it in.

The engine is from a Ford Model T. The white doo hickey...

...Is it something to hold a tool of some sort?

It looks as if its a starting aid where you can put ether(?) to inject it below the No 2 spark plug.

A very intriguing photo.

The first thing that springs to mind, is that the spark plugs don't appear to be in line. The third spark plug from the left is either offset (not fitting with any photo of a Ford Model T engine that I've come across), or it is raised compared to the other spark plugs. If it is raised, this implies that part of the device fits between the spark plug and cylinder head.
My first thoughts were either spark or compression, but there are far easier ways to determine these.
Or, could it be involved with tuning, finding TDC (top dead centre)? But again, I think there is an easier way to determine this.

I have no knowledge of the Ford Model T engine, but know the Austin Morris A series (Morris Minor and the original Mini) upside down, inside out and back to front, having totally stripped and rebuilt five of them.

You're right about that raised spark plug, Kevin.
The open container without any gauge has me baffled.
btw, when I was looking at some youtube, I saw a bloke using an adjustable spanner labelled "METRIC"

I wonder if he also has a device to measure how long is a piece of string?

A measured length.

It is a baffle .. so to speak... Using the term loosely..
And of course you would need a bit of comprehension to make it work.

Well I suppose if one were to use it liberally .. one might be thought of as a tool.

Timing for this particular Lizzie is controlled by a lever on the steering column. TDC to start and then advance or retard for performance.
The magnets have been removed off of the flywheel. A more modern way of controlling timing is used to ground the coils.
Also a 12v system with a alternator is used for head lights and such.
But it still requires a hand cranking to get the engine started.

Anyway .. I think I've pretty much spelt it out for you.
