Well I suppose if one were to use it liberally .. one might be thought of as a tool.

Timing for this particular Lizzie is controlled by a lever on the steering column. TDC to start and then advance or retard for performance.
The magnets have been removed off of the flywheel. A more modern way of controlling timing is used to ground the coils.
Also a 12v system with a alternator is used for head lights and such.
But it still requires a hand cranking to get the engine started.
Anyway .. I think I've pretty much spelt it out for you.
