Note at the end she's getting a ticket. I think "fence riding" is technically illegal, but people do it anyway, usually drunk.

I've "ridden" the jetwash of several jets (not by choice) and I don't see why anyone would want to do it for fun. It's not fun when you're baking at 120*+ F on the ramp and then get washed over for several seconds by 200*+ F jet efflux. I can only imagine what it's like for the guys on Carrier Decks where they get washed over by 350*+ F exhaust as those jets in full reheat go past.

I though he was just taking details, something that locally would be necessary in any incident where injury is caused.

Well there are/were signs a few years ago that said not to hold onto the fence. Usually, if they've got a sign on it, there's some statute that goes with it.

As for him ticketing everyone who he could identify, if it's anything like it is here in the States, unless the others were still hanging around, there's not much he can do to ticket them as it's a minor offense.

As for the police being automatically involved when medics are called, that's a new one to me. Here in the States, if you call an ambulance, as long as it didn't happen because of criminal activity, only the fire department and/or ambulance shows up. They can take a statement of what happened just as well as the cops can. Unless there's citations being issued or might be issued for the activities that led to the injury, the cops have better things to do than take a report that they have no use for.

The reason the police are always called is to check that the injuries were not caused by another person either through negligence or intent.

It's a very valid reason to attend.

Sometime the police don't make it until the hospital of if not detained then at home, but calling one emergency service usually involves others.

The Police no longer routinely attend car accidents unless there is injury. injury is their main concern, or rather checking that it is a bone-fide reason for the injury.

Major difference between Europe and North America then as it's the exact opposite here. Police are not Health & Safety (OSHA in our case) so they don't come unless there's a reason. They go to all traffic accidents if for nothing else than to provide traffic control and to ensure that no ticketable offense occurred that caused the accident (i.e. running red light, illegal turn, speeding, etc) and to "keep the peace" between the two parties during the exchange of insurance and contact information. Fire/Ambulance only comes if there are injuries or a fluid spill. However, if you call 911 for an injury and there's no question of wrongdoing, a crowd that needs to be controlled, or some other threat to the safety of the emergency responders (i.e. possible weapons), then the police aren't dispatched, just Fire and EMS.

It's not a health and safety thing...it to see if a crime of any other offence has been committed, purely that and no more.

Not the well-being of the victim, it's upholding the law.
