Hi Dog - can't answer your questions directly, but you may recall we swapped posts a while back when I was trying to get the Plane Design Lanc engines to fire manually. I finally got in touch with Ed and he got me (and the Lanc) going (cranking the normalized_starter_torque parameter up did the trick). Now it flies great in FSX and FS9. But my problem was that the engines would turn, but not fire. Not sure if that's the same thing you're seeing.

And it won't help if you're really wedded to the WOP model, but the PD Lanc has a good selection of marks and liveries, including a very nice Upkeep version. Highly recommended.

And if you want a good airfield to fly your Lanc (or any WWII bomber) from, get the FirstClass Simulations Wellington package (FS9 and FSX), which comes with RAF Driffield, a typical early WWII airfield with grass runways and concrete peri track and dispersals. Far more realistic for period than the Scampton model that comes (for FS9 only) with the JF Lancaster, and very nicely modelled (check out the hangars close up).
