He's not replied to my email so perhaps thought it better to bite the

about this sort of thing but on the other side of the coin, I don't like
our guy's being taken for granted either.
There are mechanisms available for 're-authors' to get in touch with
at least one of the team involved and more often than not, we
give a 'YES' to any request we receive.

Just to clarify the situation - the file was withdrawn from AVSIM
and Flightsim.com because I lodged a complaint. The panel
certainly contained parts of SAV's work but my concern was the fact
that this chap used a gauge from my own Heron panel that I
released some time back. The readme that accompanied this
panel expressly forbade re-use of that gauge (as it was a multiple
gauge incorporating, with permission, work by others) but it went on
to refer to a similar gauge that I would be releasing which could be
freely used.
I wrote to this chap to point out the reason his files had been
withdrawn and suggested he use this alternative gauge, because I
don't want to stifle his work - whether his model is good or bad is not
for me to say but I couldn't have built it myself so I must respect him
for that.
At the point when I wrote I had no idea whether his use of SAV's
work was with permission so I didn't get involved with that side of
things.
But, like you, no response has been forthcoming.
If he had been content to release the model and allow users to install
any existing available panel of their choice, the problem would bever
had arisen and those who want to fly a 2E Heron in Flight Simulator
would have the pleasure of doing so.
I have already indicated to him and to AVSIM and Flightsim that if
he complies with the above, I personally would not object to it being
re-uploaded for distribution.
I notice that he has previously posted on this forum - I hope he is
still here and reads this so that he can properly understand the
position.
