I can only imagine that it's for sun shading. (Must be an export model).

Its for instrument training - wearing blue goggles with the orange panels
renders the outside invisible but the instrument panel remains visible to the student.

We had two Chippies at LFC that had the same set up in the front seat
for instrument instruction.
