Turning off hyperthreading

I've been asking this on various forums and can't get an answer, so I'll try here. This is the actual specific question:
Does disabling the virtual cores by using Task Manager/Processes/( process name )/Set Affinity have exactly the same effect as disabling HT in BIOS ?
This time, I'm not going to go into why I want to turn HT off, or the pros and cons of doing so, because that then becomes the discussion, rather than the specific question above. So, just that one query - BIOS setting, Task Manager or doesn't it matter ?
