STUTTERING SOUND IN P3D/FSX

Strange how things work perfectly and then go awry (see my other post on broadbands). This one is strange; it usually starts when flying a jet and the sound slows down into a mechanical f@rrrrrrrrrrrt and the screen stutters but just for a fraction of a second and then goes on as normal for a few seconds and then repeats. No matter what the scenery either in Orbix England or bog standard default this happens; sometimes it can be got rid of by changing aircraft but not always. It can happen on prop jobs but not so frequent. The cure is to do a full restart of the PC which seems to work. Other times I can take - say - a Hawk low level through the Welsh hills at 500+ kts with no problems at all.
To complicate things I also get this hesitation when playing music stored on the PC which makes a blast on headphones a bit of a pain to say the least.
I have done the usual; jiggled the sound card, checked as far as I can that everything is connected. I have not added anything to the PC except Orbix England in the last couple of months.
So is it FSX/P3D or is it the PC itself?
