It's probably worth mentioning the aircraft concept in question is a water bomber (they keep referring to it as an "Air Tanker" in the text!)...

Indeed they do and as you say it's a water bomber
They did a similar thoing with the Macavia 748 which was also referred to as a "Turbine Tanker"

At least in the US, the aircraft are officially "Aerial Firefighting Tankers" per the US Forestry Service. It does sometimes cause confusion, especially when you consider Tanker 910, the DC-10 Firebomber.
Minden's aircraft isn't the first 146 Air Tanker though. Tronos of Canada has one flying -

Interesting. I never thought the 146 capable of doing this sort of work. Guess I was wrong.

It was thought the 748 would be a good water bomber but that quietly dissappeared
