Boeing Customer Number -18

Just for a bit of fun 
and probably surpise for some :o
Anyone know which airline was designated -18 by Boeing when they were poised to order a fleet of Boeing 727-18 and later Boeing 727-218.?????
Much later they were eyeing up the 737....but they didn't get them either. :think:
They couldn't get the permission needed and were forced to buy another type by their government.........come one....it's easy
