I've been using the Tinmouse panel for a few years and it's one of the best 2D panels around. I posted a pic of it earlier in this thread. Based on Richard Probst's panel it has been developed with a lot of advanced features. There's also a long-standing forum for it on Avsim. You'll need FSUIPC, but you'll need a registered version to make use of the most advanced features. For instance one of the updates brings the alternate flaps switch into use but then only allows keys F6 and F7 for main flap operation. To program joystick keys for flap ops you have to program them within FSUIPC (registered). The latest update is Beta and allows use of the latest version of CIVA INS and a couple of minor twiddles so isn't important.

So the Tinmouse can be fiddly to set up, but very rewarding. It's definitely the best. But this is from the FAQ on the forum:

12. Q: Will the TinMouse II work in FSX?

A: (Revised 24 Dec 2007) No. Further development of the TinMouse II panel for FSX has been discontinued. Development will continue for the proven FS9 platform.
