Only just found this topic, I think I've been away from this place for awhile!

Just a small addition to the fuel dumping issue: an aircraft has to have a fuel dumping system installed if it can not conform to the climb requirements in CS-25.119 and CS-25.121(d) after 15 minutes of flying from a MTOW take off. If you design your aircraft to be able to do this then a fuel dumping system is no longer necessary but can be installed as an option. I think that in previous years the requirement was to be at or below MLW after 15 minutes flying etc. The choice of whether to install a fuel dumping system becomes a certification and performance issue as well this way, and these things cost money which has to be coughed up by the buyer.

The rules and regs are in CS-25.1001, in the CS-25 document available from the http://www.easa.eu.int website. Only start reading this stuff if you've got trouble getting to sleep though!
