It would seem to be on it's way to the blue brown livery.
I don't know of any variations on the orignal flag livery on actual aeroplanes.....only models and then it is the bullet that is the most obvios difference not a small flag. What support my belief it's later is the size and position of the titles which matches the later but I can't tell on the pic if they are red or black....
The pic date is given as 1967 and in this case I think that can be believed, although I tend not to...see above.

The problem for me is... it looks an awful lot like this and I'm guessing that this is pre-1964:

That's pre delivery publicity.
It has the samll titlesbut not the small flag and there doesn't appear to be a VC 10 on the fin
Had the first flown like that we would have seen many pics like the early test One-Eleven shots with the pre delivery version but we don't see any.
Maybe some other pic will show up.

You're right: they don't look red and the red titles would have been farther forward in any case. I'm now convinced it's in "mid repaint". It's quite probable that this was the only flight in which this aircraft appeared like this. (Well, presumably the flight home too.)

What a beautiful shot. That's taking off on a test flight. (Note the orange "window" near the front of the cabin. I think it was for an angle of attack probe: test program 1-11s had them too.)
Note the position of the black titles on the shot of G-ATDJ in flight.

I've often wondered about that orange window blank

The BCAL site I linked to recently has a new gallery..VC 10 Part 2
It shows G-ASIX with the repositioned titles as in this pic but with a plain white bullet fin and rudder

This may be the same machine.....likely to be at least

It is very odd. The picture of 'SIW' on its FF from Brooklands is in fact 'SIX', I have a 10x8 if this and you can read the reg under the wing.
If so ,that and a pic I have of 'SIW' landing at Wisley show the titling between the pax doors and the large union flag, so why did they change IX to the white bullet etc?

The only thing I can think of is perhaps the tail needed a repaint and the livery had changed so they just made it all white.
Maybe if it had returned from Sierra Leone titles the titles were replace with the new size and position albeit in the red.
It is a mystery for sure.
It can't have been for long else more pics would show up..........perhaps it was due for a full repaint within days of whatever the need to repaint the tail was.
Maybe something else will turn up soon
