I usually set about 11,00orpm and then just dab the brakes now and again

Actually, I was watching my GPS yesterday as I taxied. To my surprise, I ran up to 27GS knots and wasn't penalised... If you were taxying to or from the active you probably had a tailwind and the airspeed would have been below 25

Yes... you're penalised on 'groundspeed'
Tweak the nose of terror too much and it will bite you eventually.. at which point, there's no turning back
