I have the sensitivites adjusted so that any windows other than FS9 and FSX scroll at a rate that I'm happy with. When I try and scroll menus within FS9 or FSX then the response to the scroll wheel becomes very weak. Scroll, scroll and scroll and nothing happens. Scroll a little further and the menu will suddenly jump several places.
I've had the mouse to bits this morning (and I mean to bits - any further dis-assembly would have required de-soldering the circuit board), cleaned all of the parts and re-assembled. Same problem.
FS9 menus scroll correctly on my old PC running XP SP3.
Probably time for a new mouse.

Edit - tried an alternative Microsoft mouse that I have - still the same problem.
