Next stupid suggestion!
Have you tried deleting the FS?.cfg files and letting both sims rebuild them?
You never know!!

i did not think that would be an issue, as they were clean installs
i have now changed the graphics card, and it is still the same, so it must be CPU related

This rings a bell.... I'm sure there was a hotfix for this, its to do with the way AMD impliment multicore. We had a similar problem on our servers in work last year with certain apps. There was an HP hotfix for this, but I'm certain MS produced a patch to help AMD out.

As a completely random thought has the computer downloaded all the hotfixes etc. from Microsoft, you know the stuff where it says 'There are updates for your computer restart now to apply them' or somesuch. It may be that it hasn't got all of them yet including the one for your new processor. I know when I built a new PC a few months ago it took a couple of days for them all to be applied.
