I appreciate this issue has been resolved by use of a newer version, but felt this should be clarified for more general reasons as I don't think it has been mentioned already:

I would be surprised if that worked. You should create FS gauge xml files with a utility called cabdir.exe. You will probably find this in the root directory of FS2004, or can download from Microsoft as part of the panels SDK.

Some people use xml files uncompressed - they will work but they do litter your gauges directory with subdirectories and a load of files. Always best to recompile, in my opinion.
