Quite right, Nigel.
The operator had sought approval for the extra seating, which had been granted, but the paperwork had not come back from the Ministry so it was still not 'official'.
The thing is, to get that approval the calculations must have been done, so why were they then ignored? The RAE said the plane would have needed at least 2000 lbs in the forward hold to keep the CoG within limits, but all the baggage retrieved from the wreck fell far short of that figure, and most of it was in the cabin.
